In game 1 you didn't have that many of those buildings, but in this game, there are enough main settlements slots so that it can take over for more eco buildings overall. If you moved the barracks down there, or any other buildings, they usually take up a slot that could be used for eco or hero capacity, which are limited more than recruitable units. Main settlements just have so many slots you can get pretty much everything in them(economy, hero capacity and recruitment buildings). Minor settlements are now for economy and hero capacity buildings(although sometimes barracks and hero capacity are same). I think you shouldn't move the tier 3 barracks to minor settlements anymore. Seeing as you can build a full Norscan settlement at the capital and a Norscan outpost building at L'Anguille it allows you to recruit high veterancy troops easily and provides a good base of operations to deal with both the Empire and the Elves. Recently played khemler and expansion was easy but dealing with lack of corruption was painful forcing you to build public order, growth and balefire at the expense of technology.
